NATURAL GAS SUPPLIES June 2003 The natural gas crisis is more an unintentional consequence of long-term energy policy decisions than a function of natural resource constraints. It was caused by a combination of trends building over decades but coming to a head only today. Beginning back in the 1970s, safety and environmental concerns foreclosed development of nuclear and coal-based electric generating capacity. Since then, fragmented and regulated planning by electric utilities has produced enormous investment in gas-fired generating capacity. Unless and until alternative capacity is built, a five- to seven-year process, growth in U.S. electricity generation requires burning more natural gas. |
